What it means
Ridden or led horses are banned beyond this point. The sign normally backs a byelaw rather than a speed limit - typically one keeping horses off a route meant for people on foot and cyclists - so you are far more likely to meet it at the entrance to a path or traffic-free route than on an open road. It means no horses ahead of you, but you may still meet them on the approach - pass wide, slow, and no revving.
