What it means
People on foot MUST NOT use the road beyond this sign - you will see it at tunnels, fast link roads and bridges where there is no footway. It is a rule aimed at pedestrians, not a promise to you: people still end up walking here after a breakdown, so keep scanning and give anyone you see plenty of room.
