What it means
Sheep roam loose along this road, typically on moorland, commons and unfenced hill roads where nothing separates the field from the tarmac. They move as a flock and bolt without warning. Slow right down, be ready to stop, and pass at a crawl; if one crosses, expect the rest to follow it.
