What it means
This marks the start of a red route clearway, and it is repeated after junctions so you know you are still on one. There are no red lines to look for: a red route clearway carries no road markings at all, and this sign exists precisely to tell you the ban is not shown by double red lines. You MUST NOT stop on a clearway, at any time and for any purpose, and here that covers the verge and footway as well as the carriageway. A marked lay-by is the one place you can pull in, so plan your stop before you join the route.
