Traffic calming
Traffic has priority over vehicles from the opposite direction
What it means
The big white arrow is you and the small red arrow is oncoming traffic: at the narrowing ahead, you have priority. It is typical at a chicane, kerb build-out or narrow bridge on a calmed street. Priority is not a guarantee though - approach ready to give way if someone comes through anyway.
